Solidarité avec le professeur Joseph Daher contre la décision arbitraire de l’UNIL

Nous apportons notre soutien et notre entière solidarité au Prof. Joseph Daher, victime d’une procédure arbitraire de la part de la direction de l’université de Lausanne (UNIL) : le prétendu non-renouvellement de son contrat (signé en mai 2024) en tant que Professeur invité pour le semestre de printemps 2025. Cette position soudaine, injustifiée et infondée prive ses étudiant.e.s de son enseignement à l’UNIL, alors que son cours-séminaire intitulé « Histoire des relations internationales post-1945 » figure depuis des mois dans le plan d’études. Les étudiant·es effectuant leurs mémoires sous sa direction ont également été privé.es de sa supervision du jour au lendemain, ce qui n’est pas tolérable.

Cette procédure arbitraire, qui le prive également des ressources financières associées à son engagement, vient à la suite de mois d’acharnement à l’encontre de Joseph Daher de la part de la direction de l’UNIL. Un tel acharnement administratif est une source d’inquiétude pour tou-te-s les autres employé-e-s de l’UNIL car personne n’est à l’abri. C’est d’autant plus inquiétant que la direction de l’UNIL n’a, parallèlement, apporté aucune protection au Prof. Daher contre la campagne de diffamation qu’il subit depuis plusieurs mois dans la presse suisse romande et suisse alémanique en lien avec sa défense des droits fondamentaux et son engagement dans le soutien aux revendications des étudiant.e.s de l’UNIL mobilisé.e.s pour la cause palestinienne.

Prof. Joseph Daher est en effet un chercheur internationalement reconnu dans le monde scientifique sur l’histoire politique du Moyen-Orient. Auteur de plusieurs ouvrages sur les sociétés du Moyen-Orient, il est titulaire de deux doctorats (l’un en science politique délivré par l’UNIL, l’autre en sciences du développement délivré par la renommée School of Oriental and African Studies de Londres). Il a enseigné dans plusieurs universités européennes et a été durant plusieurs années professeur invité au prestigieux Institut Universitaire Européen de Florence. Il est en outre engagé dans de nombreuses missions d’étude et de conseil auprès de diverses organisations internationales et d’ONG, et d’instituts de recherche. Il est régulièrement sollicité pour son expertise par les médias internationaux.

La mise à l’écart du Prof. Daher s’inscrit plus généralement dans un contexte politique de pressions et de répression contre les scientifiques engagé.es en solidarité avec la cause palestinenne. La chronologie des évènements l’indique clairement, notamment en relation avec l’occupation du bâtiment Géopolis à l’UNIL en mai dernier par les étudiant.es réclamant la transparence sur les partenariats avec les universités en Israël et la suspension de ces accords au nom du principe de précaution. Nous sommes de fait face une grave violation des principes fondamentaux que sont la liberté académique et d’expression, principes menacés comme l’avertit la rapporteuse spéciale de l’ONU sur le droit à l’éducation, Farida Shaheen, dans son rapport “Principes pour la mise en œuvre du droit à la liberté académique” et la Rapporteuse Spéciale de l’ONU sur la Liberté d’Expression Gina Romero dans ses recommandations aux universités dans le contexte de la mobilisation sur la Palestine.

Pour toutes ces raisons, nous tenons à exprimer notre très vive indignation. Les mesures prises par la Direction de l’UNIL rejoignent la longue suite d’atteintes nationales et internationales portées à la liberté de penser, d’enseigner, de rechercher et d’apprendre ayant touché et continuant de toucher enseignant·es, chercheur.ses et étudiant·es. Elles menacent les droits démocratiques fondamentaux de toutes et tous.

En conséquence, nous demandons avec vigueur et indignation la réintégration immédiate de notre collègue Joseph Daher dans son enseignement et ses fonctions au sein de la Faculté des Sciences Sociales et Politiques à l’UNIL.

Solidarity with Professor Joseph Daher against the arbitrary decision of the UNIL rectorate

We offer our support and full solidarity to Prof. Joseph Daher, who is subjected to an arbitrary procedure by the university of Lausanne (UNIL) rectorate: the alleged non-renewal of his contract (signed in May 2024) as a Visiting Professor for the spring semester 2025. This sudden, unjustified and unfounded position deprives his students of his teaching at UNIL, despite the fact that his seminar course entitled “History of International Relations Post-1945” has been on the syllabus for months. Students working on their masters’ dissertations under his supervision have also been deprived of his supervision overnight, which is intolerable.

This arbitrary procedure, which also deprives him of the financial resources associated with his commitment, follows months of relentlessness against Joseph Daher by UNIL management. Such administrative relentlessness is a source of concern for all other UNIL employees, thereby creating an environment where no one is safe. This is even more worrying as UNIL Management has not provided any protection to Prof. Daher against the smear campaign he has been subjected to for several months in the French- and German-speaking Swiss press in connection with his defense of fundamental rights and his commitment to supporting the demands of UNIL students mobilized around the Palestinian cause.

Prof. Joseph Daher is an internationally recognized scholar of Middle Eastern political history. The author of several books on Middle Eastern societies, he holds two doctorates (one in political science from UNIL, the other in development sciences from London's renowned School of Oriental and African Studies). He has taught at several European universities (Ghent and Paris-Dauphine) and for several years was visiting professor at the prestigious European University Institute in Florence. He is also involved in numerous study and consultancy missions for various international organizations, NGOs and research institutes. His expertise is regularly sought by the international media.

The sidelining of the Prof. Daher is part of a wider political context of pressure and repression against scholars involved in solidarity with the Palestinian cause. The chronology of events clearly indicates this, particularly in relation to the occupation of the Géopolis building in UNIL last May by students demanding transparency on partnerships with universities in Israel and the suspension of these agreements in the name of the precautionary principle. We are currently facing serious violations of the fundamental principles of academic freedom and freedom of expression, principles which are under threat, as highlighted by the UN Special Rapporteur on the Right to Education, Farida Shaheen, in her report “Principles for the implementation of the right to academic freedom” as well as by the UN Special Rapporteur on Freedom of Expression, Gina Romero, as consigned in her recommendations to universities in the context of the ongoing mobilization on Palestine.

We therefore are expressing our deepest outrage and indignation. The measures taken by UNIL's management align on the long series of national and international attacks on the freedom to think, teach, research and learn that have affected and continue to affect teachers, researchers and students. They threaten the fundamental democratic rights of all.

As a result, we demand the immediate reinstatement of our colleague Joseph Daher to his teaching and duties within the Faculty of Social and Political Sciences at UNIL.

تضامن مع الأستاذ جوزيف ضاهر بمواجهة القرار التعسفي لإدارة جامعة لوزان

نعرب عن دعمنا وتضامننا الكاملَين مع الأستاذ الجامعي جوزيف ضاهر الذي يتعرض لإجراء تعسفي من قبل جامعة لوزان: إذ تعتزم عدم تجديد عقده (الذي تم توقيعه في أيار / مايو 2024) كأستاذ زائر للفصل الدراسي الربيعي 2025. هذا الموقف المفاجئ وغير المبرر ومن دون وجه حق يحرم طالباته وطلابه من تدريسه في جامعة لوزان، على الرغم من كون دورته الندوة بعنوان "تاريخ العلاقات الدولية بعد عام 1945" مدرجة في المنهج الدراسي منذ أشهر. كما يحرم الطلاب الذين يعملون على أطروحات الماجستير تحت إدارته من الاستفادة من إشرافه بين ليلة وضحاها، وهو أمر لا يعقل وغير مقبول.

هذا الإجراء التعسفي، الذي يحرمه أيضًا من الموارد المالية المرتبطة بالتزامه، يتبع أشهراً من احتداد المعاملة الموجه ضد جوزيف ضاهر من قبل إدارة جامعة لوزان. ويمثّل هذا الضرب من الاحتداد الإداري مصدر قلق لسائر موظفات وموظفي جامعة لوزان لأن لا أحد منهم بات يشعر بمأمن منه. وذلك يثير القلق خاصةً لأن إدارة جامعة لوزان لم توفر في الوقت نفسه أي حماية للأستاذ ضاهر ضد حملة التشهير التي تعرض لها لعدة أشهر في الصحافة السويسرية الناطقة بالفرنسية والألمانية بسبب دفاعه عن الحقوق الأساسية والتزامه بدعم مطالب الطالبات والطلاب في جامعة لوزان الذين استنفروا من أجل القضية الفلسطينية.

الأستاذ جوزيف ضاهر باحث معروف دولياً في شأن التاريخ السياسي للشرق الأوسط. وهو مؤلف العديد من الكتب عن مجتمعات الشرق الأوسط، وحاصل على درجتي دكتوراه (واحدة في العلوم السياسية من جامعة لوزان، والأخرى في علوم التنمية من مدرسة الدراسات الشرقية والأفريقية الشهيرة في لندن). وقد عمل بالتدريس في عدد من الجامعات الأوروبية (غينت، بلجيكا، وباريس دوفين، فرنسا) وكان لعدة سنوات أستاذاً زائراً في المعهد الجامعي الأوروبي المرموق في فلورنسا. كما شارك في عدة بعثات للدراسة والاستشارات لصالح منظمات دولية مختلفة ومنظمات غير حكومية ومعاهد بحثية. وتسعى وسائل الإعلام الدولية بانتظام للحصول على خبرته.

يأتي استبعاد الأستاذ ضاهر حلقةً ضمن سياق سياسي أوسع من الضغط والقمع ضد الباحثين المتضامنين مع القضية الفلسطينية. ويشير التسلسل الزمني للأحداث بوضوح إلى هذا، وخاصة في ما يتعلق باحتلال مبنى جيوبوليس في جامعة لوزان في مايو/أيار الماضي من قبل الطالبات والطلاب المطالبين بالشفافية بشأن الشراكات مع الجامعات في إسرائيل وتعليق هذه الاتفاقيات باسم مبدأ الحيطة والحذر. وإننا نواجه في الواقع انتهاكاً خطيراً للمبادئ الأساسية للحرية الأكاديمية وحرية التعبير، وهي المبادئ التي تتعرض للتهديد كما حذرت المقررة الخاصة للأمم المتحدة المعنية بالحق في التعليم، فريدة شاهين، في تقريرها "مبادئ تنفيذ ممارسة الحق في الحرية الأكاديمية"،وهو الحال أيضاً بالنسبة للمقررة الخاصة للأمم المتحدة المعنية بحرية التعبير، جينا روميرو، كما ورد في توصياتها للجامعات في سياق الاستنفار المستمر بشأن فلسطين.

ولهذه الأسباب، نود أن نعرب عن غضبنا الشديد. إذ تأتي الإجراءات التي اتخذتها إدارة جامعة لوزان لتضاف إلى سلسلة طويلة من الهجمات المحلّية والدولية على حرية التفكير والتدريس والبحث والتعلم التي أثّرت ولا تزال تؤثّر على المعلمين والباحثين والطلاب. إنها تهدد الحقوق الديمقراطية الأساسية للجميع. ونتيجة لذلك، نطالب بإعادة الأستاذ جوزيف ضاهر فورًا إلى التدريس وإلى واجباته في كلية العلوم الاجتماعية والسياسية في جامعة لوزان.
